The St. Joseph Highway Department is traditionally responsible for the following tasks:

In addition to the tasks listed above, the St. Joseph County Highway Department also provides the
following functions for the county's 1200 miles of roadway:
- Right of way ditch and drainage maintenance
- Culvert installation
- Concrete repair
- Dead animal and trash pick-up
- Preventative maintenance and repair of 280 motorized pieces of equipment
- Parts department operations
- Right of way mowing and brush maintenance
- Grading 40 miles of gravel roads and dust control
- Building maintenance
- Emergency tree removal
- Emergency flood operations
- Spot wedging with small paver
- Vacuum cleaning of water drainage systems on country roads
- Management and maintenance of budget in accordance with State Board of Accounts
- Management and maintenance of personal records
- Guard rail maintenance
- 24 hour emergency response
- Accidents reports/claims
- Provide fuel for all county vehicles, monitor the quantities and provide billing to different
departments
- Submit road paving recommendations to the Department of Engineering
- Communicate with TV, radio and newspaper media in regard to special projects
- Compliance with IOSHA regulations
- Service requests management for residents
- Mailbox repair during snow operations when box is struck by plow units
- Compose equipment specifications for equipment purchase
